Gloria's work focuses on innovative and inclusive economic development policy + strategy, including redevelopment and urban core strategy, public/private partnerships, business recruitment and incentive policy and negotiation, research and analysis, and strategic messaging and brand positioning.

At the City of Dallas Office of Economic Development, Gloria operated under a targeted incentive-based Public/Private Partnership Policy Program designed to attract major commercial projects and bring hundreds of jobs and millions of capital investment to underserved areas of the City of Dallas.

City of Dallas Major Economic Development Wins & Projects:

• Uber Technologies, Inc. selection of Dallas for 3,000 jobs and $60 million in capital investment in Downtown Dallas' Deep Ellum neighborhood
• Managed relocation of Smoothie King Franchises, Inc.’s Headquarters relocation of 125 jobs and $2.5 million in capital investment from Metairie, Louisiana to Cypress Waters development of Dallas
• Managed retention/expansion of Southern Botanical, Inc. Headquarters to create 200 new jobs and more than $1 million in capital investment south of Interstate-35, near Pegaus Park, Dallas' 23-acre biotech park 
• City Council nomination/approval of Texas Enterprise Zone incentive for PricewaterhouseCoopers Dallas office expansion

As the City of Odessa's first Director of Downtown Odessa, Gloria lead a holistic redevelopment effort of the central business district. She developed and championed Downtown Odessa's first city-generated incentive policy for businesses in downtown (infrastructure and façade grants), and she led the establishment of the City of Odessa's first master plan for the redevelopment, reinvestment and design of the urban core.

Downtown Odessa Major Economic Development Wins & Projects:
• Led downtown catalyst project of a $50 million public/private partnership for the Downtown Odessa Marriott Hotel and Conference Center—the only full-service Marriott Hotel between Dallas and El Paso set to open fall of 2019
• Managed Dallas-based Gateway Planning’s 6-month contract to develop an urban master plan and design standards
• Created and implemented a 3-year strategic plan for the department and Board of Directors
• Established and drafted façade and infrastructure improvement grant policy/incentives for downtown businesses in alignment with master plan, and oversaw legal drafting and City Council adoption
• Led rebranding of organization from new logo to board and committee structures
• New businesses downtown included The French Press Café, The Rose Building, Creative Marketing Nerds, Miller’s Tack & Saddlery, Chikn 4 U, and business expansions included Tejas Shooting Sports and Issy’s Fine Jewelry
